El Camino Tire <br /> Narrative <br /> May 10, 2006, Robert McClellon and Garrett Backus of the Environmental Health <br /> Department(EHD) conducted a routine inspection at 2498 E. Main Street, Stockton, CA <br /> 95205, El Camino Tire. The facility manager gave consent for the inspection. During the <br /> inspection there were violations regarding storage and proper manifesting of the waste <br /> tires from sites owned or operated by Rode Montijo. <br /> Tires stored onsite were not rack or stacked by size. There were a number of the tires <br /> were stored in a way that would not allow them to be displayed for resale. The tires did <br /> not meet the definition of used tires and were counted as waste tires. The number of <br /> waste tire onsite was estimated at 860. Rode Montijo, the facility owner, had recently <br /> been fined by the California Integrated Waste Board for hauling waste tires without being <br /> registered as a waste tire hauler and not tracking the transportation of waste tires through <br /> the use of a Comprehensive Trip Log (CTL). <br /> The store manager provided copies of CTL's indicating that waste tires had been <br /> removed from the facility. Robert McClellon asked if tires from other El Camino Tire <br /> Stores were being brought to the Main Street location for resale and consolidation for <br /> disposal. The store manager indicated that they were. Robert McClellon asked how <br /> many were being brought to the site each week. The manager indicated approximately <br /> 200. <br /> During the inspection violations regarding the proper storage and handling of hazardous <br /> waste were noticed. There were two plastic barrels that appeared contained waste oil. <br /> The drums were not properly labeled. The lids were not secured. One of the barrels had <br /> paper debris floating in it. The solid waste dumpster was dirty. There was oil staining on <br /> the sides and lid. There was oil staining in the lot adjacent to the dumpster and several in <br /> operative vehicles. There was a transmission out of one of the vehicles. The transmission <br /> was laying on the ground and leak fluid. <br /> After the physical inspection of the facility was complete Robert McClellon and Garrett <br /> Backus started to go over some of the issues found with the store manager. He called <br /> Rode Montijo on the telephone and wanted Robert McClellon to go over the items found <br /> during the inspection. Robert McClellon asked if Rode Montijo would prefer that the <br /> EHD make a re-inspection on a date when he could be there. Mr. Montijo indicated that <br /> that would be ok with another inspection date. The re-inspection was set for May 16, <br /> 2006 at 10:00 am. <br /> On May 16, 2006, Robert McClellon and Garrett Backus of the EHD arrived at 2498 E. <br /> Main Street,El Camino Tire to conduct an inspection of the facility. Rode Montijo was <br /> onsite during the inspection. Robert McClellon spoke with Mr. Montijo and explained <br /> that the EHD was there to conduct an inspection.
