eventually relinquished to the lab. Garrett Backus asked Mr. Montijo if the EHD had his <br /> consent to take the samples. Mr. Montijo indicated that it was ok. <br /> The inspection of the yard revealed that the two plastic drums that previously contained <br /> the waste oil were empty. Mr. Montijo was not able to provide any paper work regarding <br /> the disposition of the waste oil. The parking lot appeared to be stained by oil from the <br /> vehicle repair that is being done at the site. There were several vehicles in the lot most <br /> were in a state of disrepair. There were several vehicles on the street for sale. Robert <br /> McClellon asked Mr. Montijo if the vehicle sales were part of his operation. Mr. Montijo <br /> indicated that they were not. <br /> The inspection continued to the tire black processing area. The tire black processing area <br /> consisted of a tub and two 5 gallon buckets. The tub was covered with a piece of <br /> plywood. The tub and buckets contained roofing tar cut with gasoline. The buckets were <br /> secured with tight fitting automotive hubcaps. There were obvious signs of spillage. <br /> Mr. Montijo had a 5 gallon bucket of water based tire black, but stated that his <br /> employee's won't use it. <br /> The inspection report was completed and an exit interview was conducted. Mr. Montijo <br /> was given information on where to get help for the proper handling of hazardous waste. <br /> Mr. Montijo was referred to San Joaquin County Public Works Department Solid Waste <br /> Division for information on the Small Quantity Generator Program. Mr. Montijo was <br /> given forms regarding the registration of the vehicles that haul waste tires. <br /> On May 17, 2006, Robert McClellon an employee of the EHD was driving by 2498 E. <br /> Main Street and noticed a vehicle that was parked on the street, for sale, the previous day <br /> was parked inside Mr. Montijo's fenced lot. <br /> Robert McClellon, Supervising REHS <br /> Environmental Health Department <br /> O <br />
