THORNE—,
ENVIRONMENTAL
A TG Company
January 16, 1990
JAN 17 1990
Ms. Eleanor Ratliff, REHS ENVIRONMENTAL HEALTH
San Joaquin County Environmental Health Division PFRMIT
P.O. Box 2009
1601 East Hazelton Avenue
Stockton, CA 95201
Subject: Permits for Groundwater Monitoring Wells
Dear Ms. Ratliff:
Enclosed is a copy of Thorne's proposal/workplan as submitted to Mr. Thomas Peltier
of the Regional Water Quality Control Board, along with his letter to our client, Silgan
Container Corporation. The Silgan facility is located at 1815 Navy Drive in Stockton,
California.
As discussed in our phone conversation and indicated in Mr. Peltier's letter, we need to
expedite this particular permit process in order to meet the RWQCB's report request of
9 March 1990. Thorne Environmental, Inc. recognizes the heavy workload your office
is under and authorizes overtime hours at $52.50 per hour in order to process this permit
in a timely manner. I understand that approximately one hour is usually adequate to
accomplish this task.
Included in the proposal/workplan is a site diagram showing the locations of three
proposed groundwater monitoring wells. We are unaware of any subsurface facility
conflicts at this time but will contact U.S.A for a site utility investigation as well as
consulting with Silgan personnel at their facility prior to drilling.
Enclosed is a check in the amount of $35.00 for the drilling permit on the property. I
understand the overtime processing charges will be billed at a later date. Also included
are the two permit applications completed as directed and the Authorization to Release
Data.
x/90iot.pox
4570 California Avenue, Suite 200 • Bakersfield, California 93309 • (805) 326-0492
"Treatment by Design"
