;TATE OF CALIFORNIA GEORGE DEUKMEJIAN,Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION
;443 ROUTIER ROAD (a
-ACRAMENTO.CA 95827-3098
20 September 1989
SEEP N 21 1989
Mr. Herbert Young
Groveman & Young ENVIRONMENTAL HEALTH
3580 Wilshire Blvd. , Suite 1745 PERMIT/SERVICES
Los Angeles, CA 90010
SILGAN CONTAINER CORPORATION, STOCKTON CANNING FACILITY, 1815 NAVY DRIVE,
STOCKTON; 15 SEPTEMBER 1988 WORK PLAN - REVISED 15 SEPTEMBER 1989
We have reviewed the 15 September 1989 "Work Plan for the Installation of One
Additional Monitoring Well in Preparation of Submitting a Site Investigation
Report For Silgan Containers Corporations' Facility at 1815 Navy Drive in
Stockton, California" (work plan) , prepared for Silgan Containers Corporation
(Silgan) by their consultant, Anania Geologic Engineering. The work plan
includes the results of the recent round of sampling of the on-site wells, and
proposes installation of one additional monitoring well in the former tank
location.
Based on the lab results for ground water samples obtained from the on-site
monitoring wells, ground water at this site has been impacted by discharges of
hydrocarbons and halogenated volatile organic chemicals .
According to the work plan, the proposed monitoring well is intended to assess
the possible effect on ground water from the soil in the backfilled
excavation . However, since around water contamination was confirmed by the
recent round of ground water sampling, the information that would be provided
by the single proposed monitoring well would be of limited value because
Silgan will be required to define the full extent of contamination. This will
necessarily involve the installation of additional monitoring wells on-site
and off-site.
By 13 October 1989, please submit an addendum to the work plan indicating
proposed locations for an appropriate number of monitoring wells to complete a
Problem Assessment Report. If you should have any questions, please call me
at (916) 361-5731 .
THOMAS D.
