CITY OF STOCKTON <br /> Self-Monitoring Sample Program <br /> 1. Permittee shall devise a schedule of rotating days for sampling <br /> purposes, subject to approval by the City of Stockton Environmental <br /> Control staff. An example of rotating days for two per month <br /> sampling would be the 1st and the 16th of the month for the first <br /> month, the 2nd and the 17th of the month for the 2nd month, the 3rd <br /> and the 18th of the month for the third month, etc. <br /> 2. Permittee shall send reports on a monthly basis. The reports <br /> must be submitted to the City of Stockton Environmental Control <br /> Section no later than the 10th day of the following month for which <br /> monitoring was conducted. <br /> 3. Permittee shall immediately cease discharging all flow to the <br /> sanitary sewer upon the occurrence of a Lower Explosive Limit (LEL) <br /> meter reading equal to or greater than 10% LEL. The permittee <br /> shall sample for Total Petroleum Hydrocarbons (TPH) : gasoline and <br /> diesel; and Benzene, Toluene, Xylene and Ethylbenzene (BTXE) after <br /> an LEL reading equal to or greater than 10% LEL. These samples <br /> shall be in addition to normal monthly monitoring samples. <br /> Permittee must notify the City of Stockton Environmental Control <br /> Section prior to resuming discharge into the sanitary sewer. <br /> 4. Flow meters shall be calibrated by a certified technician at a <br /> minimum of twice per year. LEL meters shall be calibrated by a <br /> certified technician at a minimum of once per month. <br /> 5. Permittee shall perform quality assurance requirements as <br /> contained in the City of Stockton's, Department of Municipal <br /> Utilities, Quality Assurance Manual for Self-Monitored Industries. <br /> 6. Monthly reports shall include average gallon per minute flow and <br /> total monthly flow, in gallons, discharged to the sewer. <br /> 7. All reports submitted to the City of Stockton, Municipal <br /> Utilities Department must include a completed copy of the required <br /> signatory statement. <br /> 8. Permittee must report any violation(s) to the City of Stockton <br /> Environmental Control -Section at (209) 937-8740 immediately after <br /> becoming aware of the violation(s) . The permittee must submit, in <br /> writing, within 5 days of becoming aware of any violation(s) an <br /> accurate and detailed letter which identifies the cause of the <br /> violation(s) and all corrective action(s) taken or planned to <br /> eliminate any further violations. <br />
