GENERAL PRETREATMENT INDUSTRIAL USERS <br /> PERMIT CONDITIONS <br /> 1. Permittee shall not allow any materials or any liquid <br /> waste to be discharged into the City of Stockton sewage <br /> system which could be harmful to the system or create a <br /> hazard or nuisance, as defined in Section 7-089.1 through <br /> 7-089.18 of the City of Stockton Municipal Code. If the <br /> Permittee is found to be responsible for damage to the <br /> City of Stockton Storm or Sanitary system, or for the <br /> excessive deposits of objectionable materials in said <br /> systems, Permittee may be required to bear the cost to the <br /> City for cleaning, or shall restore the affected part of <br /> the system to proper working condition. A violation of <br /> any provision of these Permit Conditions, local codes, or <br /> the Federal Pretreatment Regulation may result in fines up <br /> to $6, 000 per day for each violation or civil/criminal <br /> action. <br /> 2 . Industrial User shall not allow any pollutants, including <br /> oxygen demanding pollutants (BOD, etc. ) to be released at <br /> a flow rate and/or pollutant concentration which a User <br /> knows, or has reason to know, will cause interference to <br /> the POTW. In no case shall a sudden, unexpected discharge <br /> have a flow rate or contain concentrations of qualities of <br /> Pollutants that exceed for any time period longer than 15 <br /> minutes more than five times the average 24-hour <br /> concentration, quantities, or flow during normal operation <br /> (7.089.11 City Code) . <br /> 3 . Permittee shall insure that all pretreatment facilities, <br /> including but not limited to flow measuring and sampling <br /> equipment, are maintained in proper working order at all <br /> times; and that flow measuring devices are calibrated for <br /> accuracy by an approved qualified technician not less than <br /> twice per year, or upon request of an authorized City of <br /> Stockton representative. Seasonal industries will have <br /> devices calibrated prior to the start of each season. <br /> 4. In the event a required flow measuring or sampling device <br /> is found to be inoperative or providing unreliable <br /> information, as determined by authorized City of Stockton <br /> personnel, maximum quantities for parameters being <br /> measured may be used unless a previously negotiated amount <br /> can be verified by production statistics and water usage <br /> until such time as the equipment is restored to proper <br /> working order to the satisfaction of the Department of <br /> Municipal Utilities. <br />
