available to the public or other governmental agency <br /> without restrictions unless the permittee specifically <br /> requests and is able to demonstrate to the City that <br /> release of such information would divulge information, <br /> processes or methods of production entitled to protection <br /> as trade secrets of the permittee. <br /> 14 . Permittee shall abide by all applicable provisions of the <br /> City of Stockton Municipal Code, or any applicable local, <br /> state or federal code or regulations, and shall not <br /> discharge any waste containing pollutant concentrations in <br /> excess of Specific Pollutant Limitations section 7.089.16; <br /> and any continuing violation of any provision of said <br /> codes or regulations may be just cause for revoking this <br /> Permit. <br /> 15. Permittee shall maintain all pretreatment records for at <br /> least three years. All accidental spills or upsets must <br /> be reported to this Department immediately. This shall be <br /> accomplished by telephone, and shall be followed by <br /> written report within five working days by Permittee to <br /> correct the situation and to prevent its recurrence. <br /> Failure to report a spill or upset will be grounds' for <br /> civil or criminal penalties, depending upon circumstances. <br /> 16. Permittee must meet all applicable regulations under <br /> subtitles C and D of the Resource Conservation and <br /> Recovery Act, and 40 CFR Parts 260 through 271, and any <br /> applicable State regulations promulgated subsequent to the <br /> Federal law. <br /> 17. Permittee shall prepare and submit a spill prevention plan <br /> within 30 days from the effective date of this Permit to <br /> assure that liquid wastes are contained on site at all <br /> times. <br /> 18 . The permittee shall have a water conservation and <br /> hazardous waste minimization plan. <br /> 19 . The discharge of excess amounts of pollutants specifically <br /> limited and deviations of Ph may be subject to fines for <br /> each violation. <br /> 20. Achieving Permit Conditions of specific pollutant <br /> concentration limits by dilution is expressly prohibited. <br /> Any evidence of this, either willfully or through <br /> negligence, will result in Permit Limits being redefined <br /> in terms of maximum effluent loadings. Additionally, <br /> penalties of a maximum of $6, 000 per day may be assessed <br /> (City Code 7-091.12) . <br /> 21. Signatory Requirements: All applications, reports, or <br /> information submitted to the City of Stockton must contain <br /> the following certification statements and be signed as <br /> required in Section (a) , (b) and (c) below: <br /> "I certify under penalty of law that this document and all <br />
