EHD has a
contract with California State Water Resources Control Board (SWRCB) to
conduct a UST corrective action program.
On 21 February 1995 a 4000 gallon UST that had contained diesel was removed
at this site under EHD permit and inspection. Two soil samples were collected
beneath the UST at 13 feet below ground surface (bgs) and one soil sample was
collected at four feet bgs from beneath the dispenser. Groundwater did not enter
the excavation during removal or sampling activities. Analytical results of all
three of the soil samples collected during removal of the UST system evidenced
total petroleum hydrocarbons as diesel (TPH-d) contamination. The soil sample
having the greatest concentration of contamination was from below the
dispenser, which was located five feet northeast of the UST. The excavation was
backfilled to grade sometime after the UST removal. The site was placed in the
Local Oversight Program on 7 August 1995.
On 20 February 2004, excavation of the former UST system area was performed
and samples from the sidewalls of the excavation at approximately 6.5 bgs were
collected. Groundwater entered the excavation and a grab water sample was
collected. EHD staff and Central Valley Regional Water Quality Control Board
(CVRWQCB) staff reviewed the Report on Former Diesel Tank Removal and Pit
Water Sampling" prepared by H2OGEOL dated 08 March 2004. The Report
contains results from the 20 February 2004 soil and water samples and a request
for site closure with no further action (NFAR).
EHD and CVRWQCB staffs do not concur with the recommendation to grant the
site a NFAR. The analytical results of the water and soil samples collected
during the UST system removal and the 20 February 2004 excavation, evidenced
