Objective <br /> To establish accepted procedures for conducting soil sampling activities for volatile organic <br /> compounds from an excavation, boring, stockpile or the ground surface in accordance with <br /> standard practices by engineering professionals. <br /> 2. Background <br /> Following removal of an underground storage tank, over-excavation of apparently <br /> contaminated soil from an excavation, drilling a soil boring, or surface sampling, soil <br /> sampling is performed. The confirmation sampling may consist of soil sampling or soil and <br /> water sampling. (Refer to the Winzler& Kelly SOP for Water Sampling From an <br /> Excavation). Additionally, sampling of the stockpiled soil may be performed. <br /> Numerous state and local agencies have established criteria for the number and location of <br /> confirmation samples required. Prior to conducting the field activities, the requirements of <br /> the governing agency shall be reviewed in order to ensure compliance. <br /> 3. Personnel Required and Responsibilities <br /> Project Manager: The Project Manager(PM) is responsible for ensuring that field personnel <br /> have been trained in the use of these procedures and for verifying that the sampling <br /> procedures are performed in compliance with this SOP. At a minimum,the PM will <br /> maintain contact with the client or contractor involved, will ensure the proper <br /> number/locations of samples to be collected in accordance with the local governing agency, <br /> will be available by phone during the field activities and will review field notes for <br /> completeness. <br /> Project Scientist: The responsible professional in charge of the field work is responsible for <br /> complying with this SOP. Responsibilities include preparation for field activities, ensuring <br /> equipment is in working order prior to the field event,providing adequate field <br /> documentation of events, observations, readings,measurements and sampling activities. The <br /> project scientist must collect samples and prepare them for transport to the laboratory.
