The <br /> designated operator shall train facility employees for which he or she is responsible in the proper operation and <br /> maintenance of the UST system once every 12 months. The training shall include, but is not limited to: <br /> 1. Operation of the UST system in a manner consistent with the facility's best management practices <br /> 2. Employee's role with regard to monitoring equipment as specified in the facility's monitoring plan <br /> 3. Employee's role with regard to spills and overfills as specified in the facility's response plan <br /> 4. Name of the contact person(s)for emergencies and monitoring equipment alarms <br /> Ensure that employees have been trained by the designated operator, maintain the list on site, and submit a copy of <br /> the training records to the EHD. <br /> This is a repeat violation, Class II. <br /> 303 HSC 25290.2(d) Monitoring system not maintained to detect entry into secondary containment(Jul 2003-Jun 2004). <br /> The diesel fill sump sensor(208) failed when tested. The continuous monitoring system shall be maintained to detect <br /> the entry of the liquid or vapor phase of the hazardous substance stored in the primary containment into the secondary <br /> containment and to detect water intrusion into the secondary containment. The sensor was replaced and retested <br /> during the inspection. A"UST Retrofit Verification with Inspector Already Onsite"form has been completed and <br /> provided to the operator and contractor. <br /> This was corrected on site. <br /> This is a minor violation. <br /> 306 CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. <br /> The 87 product STP sump sensor was located on the opposite side of the sump from where the product piping enters <br /> the sump and not located to detect a leak at the earliest opportunity. <br /> The 87 product fill sump sensor was located a couple inches above the lowest point in the sump and not located to <br /> detect a leak at the earliest opportunity. <br /> Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. The sensors <br /> were relocated to the lowest point of the sumps by the service technician. Ensure that all monitoring equipment is <br /> maintained to detect a leak at the earliest opportunity. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> Page 6of7 <br />
