The list of known fuel leaks from underground tanks, maintained by the Central Valley Regional <br /> Water Quality Control Board (CVRWQCB) in Sacramento, was not reviewed for leaking tanks or <br /> unauthorized spills within 2000 feet of the property. Normal public access to the files has been <br /> denied during the entire month of October due to a personnel shortage caused by the file <br /> custodian's vacation. However, the San Joaquin Public Health Service maintains an excellent list <br /> of the leaking tanks in the County, so this reference source was used in lieu of the CVRWQCB <br /> files. <br /> Interviews with local officials and residents were conducted where appropriate. <br /> The Cortese List of Identified Hazardous Waste and Substance Sites <br /> (January, 1989) was reviewed for listings of sites which could impact the property. <br /> The Abandoned Sites Program Information System (ASPIS), a division of the Department of <br /> Health and Safety in Sacramento, was queried for cases which may impact the site. <br /> CERCLIS (The database of the Comprehensive Environmental Response, Compensation and <br /> Liability Act of 1980 ,CERCLA) traces the status of suspected sites. This list was reviewed for <br /> cases within a one mile radius of the subject site. <br /> BEP (Bond Expenditure Plan) - a list of sites for which State bond funds will be spent either for <br /> total cleanup costs or for State oversight was reviewed for cases which could impact the property. <br /> The California Division of Oil and Gas, the California Division of Water Quality, and the <br /> California Waste Management Board were also contacted for information on cases which could <br /> affect the subject site. <br /> ON-SITE RECONNAISSANCE AND INVESTIGATION <br /> Reconnaissance <br /> The property has recently been scarified and graded for commercial development (refer to <br /> photographs). This has exposed most of the in-situ soils on the site. There is no evidence in the <br /> newly exposed surfaces of visible contamination or any prior excavations which could have been <br /> utilized for underground storage tanks or disposal of hazardous wastes. <br /> A visual survey of the subject site revealed no evidence of underground storage tanks. There were <br /> no physical signs of contamination such as abnormally stained soil or concrete, vegetation damage, <br /> foul or unusual odors, or oily sheens on water or ground surfaces . There is a BP service station <br /> with underground tanks on the southwest corner of March and West Lanes approximately 150 feet <br /> from the property. <br /> Active railroad right of ways exist approximately 1500 and 1100 feet east and west of the property. <br /> There are no electrical transformers which might contain PCB's either above or adjacent to the <br /> property. <br /> Investigation <br /> As required by Sanwa Bank, two test borings were performed on October 18, 1990 under permit <br /> from San Joaquin County Public Health Services (refer to Figure 3 and attachments). The borings <br /> were intended to document the absence of petroleum hydrocarbon contamination at the drill <br /> -2- <br />
