r:ti:.•1*:ssc---,. :s:r-rca.—:.-rruir:rs.:svd-.r.:<•--• -'--•-,,. _....
Mr. Mark Lill Page 2 of 2
Williams Tank Lines, Inc. January 24, 2014
Tanker Spill Cleanup at 22934 E. Mariposa Rd., Escalon, CA
The impacted soil was mediated through excavation and proper disposal of approximately 335
cubic yards of impacted soil on September 19 and 20, 2013. Removal of impacted soil was
confirmed through sampling soil from excavation sidewalls and floor. The maximum analyte
concentrations detected were 280 mg/kg TPI-Ig (which exceeds the ESL of 100 mg/kg for
residential use), 0.028 mg/kg benzene, 3.3 mg/kg toluene, 6.7 mg/kg ethylbenzene and 35
mg/kg total xylenes detected in soil sample EXB-2 collected from the excavation bottom at 10
feet bsg. Soil boring sample B-4-15, which was collected at 15 feet bsg, approximately 10 feet
laterally from EX-2, contained less than detectable concentrations of the various analytes.
Apex estimated the residual mass of TPI-Ig to be 10.9 pounds, equivalent to 1.7 gallons of
gasoline. Review of several sites in the area indicated that the depth to water near the site is in
excess of 50 feet bsg.
The EHD concludes that only a small residual quantity of the original 8,000-gallon gasoline
release resides in the soil beneath the excavation and is unlikely to pose a significant threat to
human life, health, groundwater or the environment.
Provided that the information and interpretations provided to the EHD are accurate and that no
new information is developed that contradicts that which has been provided, and that the site
circumstances do not materially change, EHD concurs with the recommendation of Apex that no
further action is necessary in regard to the gasoline release. This case closure pertains only to
the unauthorized release of approximately 8,000 gallons of gasoline from the Williams Tank
Lines truck and does not include the unauthorized diesel release associated with the EGDS
truck as that issue was not addressed in the investigation.
Questions and comments can be addressed to Nuel Henderson, PG, at (209) 468-3436 or at
nhenderson(aD-sicehd.com.
Sincerely,
Donna Heran, REHS
Director
C Roberto P. Cervantes, CVRWQCB, 11020 Sun Center Dr., Ste 200, Rancho Cordova,
CA 95670
Thomas J. Knoch, PG, APEX, 11244 Pyrite Ways, Gold River, CA 95670
