San Joaquin Street <br /> Stockton, CA 95201 <br /> Subject: Work Plan for Subsurface Investigation <br /> Property Located at Block Bounded by Market, Stanislaus, Washington, <br /> and American Streets, Stockton, California <br /> K/J 966070.00-G-01 <br /> Dear Ms. Lagorio: <br /> Kennedy/Jenks Consultants (Kennedy/Jenks) is submitting the attached Work Plan to the San <br /> Joaquin County Public Health Services Environmental Health Division (the Agency) on behalf <br /> of Stockton Newspapers Inc. This Work Plan describes the proposed subsurface investigation <br /> to be conducted at the property, which is the block bounded by Market, Stanislaus, <br /> Washington, and American Streets, Stockton, California (the Site). The purpose of the <br /> subsurface investigation is to assess the potential impacts to soil and groundwater in the <br /> immediate vicinity of four areas of concern at the Site. The four areas of concern were <br /> identified during a Phase I Environmental Site Assessment (ESA) of the Site that was <br /> conducted by Kennedy/Jenks, and are described in greater detail in the attached Work Plan. <br /> This Work Plan has been prepared to meet the requirements of the Environmental <br /> Assessment review process as outlined in the Agency's Guidelines for Work Plan and Report <br /> Submittal. In addition to the Work Plan, the following completed documents are attached to <br /> this letter: <br /> • Master Record Information and General Program File Form <br /> • Application for Permit and Associated Fee <br /> • Contractor Questionnaire <br /> • A letter from the Contractor authorizing Kennedy/Jenks to sign the permits <br /> • Encroachment Permit <br /> • Access Agreements <br />
