Wilmington Avenue PERMIT/SERVICES <br /> Carson, CA 90810 <br /> REQUEST FOR GROUNDWATER INVESTIGATION WORK PLAN, MOUNTAIN HOUSE <br /> NEIGHBORHOODS C AND D, FORMER SHELL CENTRAL VALLEY CRUDE OIL <br /> PIPELINES, TRACY, SAN JOAQUIN COUNTY <br /> Staff of the Regional Water Quality Control Board - Central Valley Region (Regional Water <br /> Board) has reviewed the case file for Mountain House Neighborhoods C and D, Former Shell <br /> Central Valley Crude Oil Pipelines. The most recent submittal for the site was the 13 March <br /> 2007 Remedial Action Report, Mountain House Neighborhood C and D (RAR) submitted by <br /> Science Applications International Corporation (SAIC) on behalf of Shell Oil Products US <br /> (Shell). The RAR was submitted to document remedial soil excavation and soil gas sampling <br /> activities at the former location of Shell crude oil pipelines within the Mountain House <br /> residential development in Tracy. <br /> In an attachment to the Regional Water Board's 8 May 2007 letter reviewing the RAR, the <br /> Department of Toxic Substances Control, Schools Division (DTSC) had provided review <br /> comments for a portion of Neighborhood D where construction of Mountain House High <br /> School is planned. In their comments, DTSC had indicated the need for the groundwater <br /> plume to be delineated to evaluate the cumulative health risks for the Mountain House High <br /> School. Recently DTSC indicated that development at the Mountain House High School is <br /> proceeding (personal communication, April 2008). As indicated in the Regional Water Board's <br /> 8 May 2007 letter, it is necessary to complete the lateral and vertical delineation of the <br /> groundwater plume at the site. in addition to the groundwater contamination identified in the <br /> area of the planned High School, other areas in Neighboorhoods C and D had been previously <br /> identified as requiring additional groundwater investigation. Therefore, by 17 June 2008 <br /> submit a work plan for additional groundwater investigation for the areas of potential concern <br /> located within Neighborhoods C and D including the Mountain House High School site.
