Wilmington Avenue
Carson, CA 90810
NO FURTHER ACTION DETERMINATION, SHELL MOUNTAIN HOUSE PIPELINE,
NEIGHBORHOODS B, C, AND D, MOUNTAIN HOUSE, SAN JOAQUIN COUNTY
California Regional Water Quality Control Board, Central Valley Region (Central Valley Water Board) staff
evaluated the former crude oil pipelines at the developing residential community of Mountain House, west
of Mountain House Parkway and Grant Line Road. The Site is currently vacant. Shell excavated and
disposed offsite 78,000 cubic yards of soil impacted with crude oil in 2005 and 2006; installed a soil vapor
probe in the vicinity of the proposed school in 2006; and installed 34 groundwater monitoring wells in
2009. Shell properly abandoned the monitoring wells and vapor probe in 2011. As described in the
attached memorandum, Central Valley Water Board staff concurs that remaining levels of petroleum
constituents do not pose a threat to human health, the environment, or waters of the State.
Shell has successfully completed Site investigation and remedial action and achieved applicable remedial
action standards and objectives. A permanent remedy has been accomplished at the Site. Therefore, no
further action is required. Issuance of a No Further Action Determination does not preclude future action
by the Central Valley Water Board if subsequent monitoring, testing, or analysis at the Site indicates that
the remedial action standards and objectives were not achieved; a new or previously undiscovered
release occurs at the Site; or new information indicates that further site investigation and remedial action
are required to prevent a significant risk to human health and safety, the environment, or water quality.
If you have questions about this letter, you may call Brian Taylor at (916) 464-4811.
BRIAN NEWMAN, P.E.
Tanks Cleanup Program Manager
Enclosures: Memorandum w/attachments
cc: Mr. Mike Infurna, San Joaquin County Environmental Health Department, Stockton
Mr. Jeff Gaarder, Conestoga-Rovers & Associates, Sonoma
Mr. Manuel Oliveira, Escalon
Ms. Joanne Kimbrough, Tracy
Mr. Nader Shareghi, Mountain House Community Services District, Mountain House
Mr. David Wood, Murphys
California Environmental Protection Agency
0a Recycled Paper
