This memo serves only as a brief summary
of significant activities conducted at the Site, and as documentation of Central Valley Water
Board staff concurrence with the request for no further action. This memo does not constitute
a complete summary of all Site activities. For a complete case history, one should review the
files regarding this case at the Central Valley Water Board office and the San Joaquin County
Environmental Health Department (SJCEHD). The SJCEHD'S only objection regarding
regulatory closure is abandonment of the 34 monitoring wells on the Site, which was
completed in October 2011. All record owners of fee title located within 500 feet of the Site's
identified hydrocarbon plume were notified of the request for closure and given 30 days to
provide comments. Central Valley Water Board staff did not receive any comments regarding
case closure.
CURRENT SITE USE
The Site is located on the southwest corner (Neighborhood B) and the northwest corner
(Neighborhoods C and D) of the intersection of Mountain House Parkway and Grant Line
Road in the developing residential community of Mountain House, northwest of Tracy,
California. Two smaller parcels within Neighborhood B remain privately owned and are
farmed. Shea Homes has designated a subplot within Neighborhood D as the future location
of a school facility. Industrial and commercial development is also planned for a portion of
Neighborhood B.
SITE HISTORY
Shell operated two 8-inch diameter pipelines, buried at depths ranging from 2 to 5 feet below
ground surface (bgs), to transport crude oil from the Central Valley northwest to the Bay Area.
During the 1960s, 5,200 lineal feet of the pipelines were removed from beneath
California Environmental Protection Agency
zZaRecycled Paper
