I sent Alex <br /> away with copies and a "to-do" list. <br /> One item was access to destroy MW-2. He did not have the 'encroachment permit'. <br /> It seems, by SJ County Assessor files/map, that MW-2 is in land owned by Shea Mt House <br /> LLC and not by the County or Mt. House Community (Municipality). We were both under the <br /> impression that an encroachment permit was needed since roadways not in a City are owned <br /> by the County or in this case, Mt. House community Development. You and I planned on <br /> dealing with this well on a separate permit. It appears on the County map that MW-2 is part of <br /> parcel 209-450-18, a parcel you plan on taking out 10 MWs and one SVP-1. <br /> My County Assessor says it's NOT County/municipality, so I'm ok with that too. NO need for <br /> an encroachment permit for MW-2. I'll add it to the permit for 11 wells, bringing the total to 12 <br /> wells for that parcel, you call Area D. (or part of it) <br /> The parcel (209-450-20) with MW-11 thru MW-14 is also owned by Shea Mt. House LLC. <br /> Since there is no separation of access for these two parcels, I can combine all the wells <br /> NORTH of Grantline on ONE permit. Sorry we didn't pick this up earlier, but I was under the <br /> impression we were dealing with different owners. <br /> All 19 wells south of Grantline are on the Machado property and the access <br /> agreement appears to be still in effect. This 141+ acre parcel, 209-060-08 will be on it's own <br /> EHD permit and what you/Alex submitted is adequate. <br /> so you have a choice. Reorganize the 4 permit applications down to 3 or maybe even two. <br /> The fees can be accepted as is and creditied to your account. Our fees are based on ONE <br /> hour per well destruction and the $375 goes to all the processing time I have to spend to issue <br /> as well as a very small buffer for inspection time. It's my experience that it typically takes <br /> LONGER than one hour to properly drill out a well. Slightly less for pressure grouting. The <br /> more wells on a permit, the more time I'm in the field. As an example, if we get four, maybe <br /> five wells done in one day and I use 7-8 hours doing it, you're already 2-3 hours out of pocket <br /> on day one. maybe more? maybe less. I mosttly see a bill being generated at the end of a <br /> large well destruction phase to cover the addtional time over each hour a well may/could take. <br /> 9/19/2011 <br />
