Jerf
1\'here. are VOU at crn sccuring the Permits referenced bekov,r
From: Mike Infurna [EH] [mailto:MInfurna@sjcehd.com]
Sent: Wednesday, September 14, 2011 1:16 PM
To: Dyer, Kevin E SOPUS-DRN/484; betaylor@waterboards.ca.gov
Cc:jgaarder@craworld.com
Subject: RE: Shell Mountain House Well Abandonments.
Mr. Dyer,
thank you for the notice, but I need to bring to your attention that although the work plan
may be approved and the initial scheduling of the work is proposed, no Well Destruction
Permit Applications, access agreements, or fees have been received at my office for
this work, let alone permits issued to do the work.
It is the policy of the EHD to require at least two working weeks to process permit
application submittals. This processing time starts from receipt of a COMPLETE permit
packet that includes all the documents needed by the EHD to issue the permits. More
time is needed if items are missing or if the EHD inspector is busy with other sites
who's permit applications are ahead of yours.
This is Sept 14. your initial plan is to start Sept 26. already less than the two working
weeks needed by the EHD. And without EHD permits issued, let alone applications
and fees received, I do not see Sept 26 start date as a realistic plan.
It appears the 34 wells are scattered over many land parcels/landowners. Right to enter
access agreements are needed at the EHD before permits can be issued. We need to
discuss whether or not groups of wells near each other but NOT on the same parcel can
be included in one permit or if each parcel is to have it's own permit. this means
separate applications and fees which also calculates out to more time for you to
assemble and more time for me to process.
If there is to be a change in the established due dates and a new schedule is to be
drawn up, please include the time the EHD will need to process and issue the permits
once all the documents are received.
thank you,
Michael Infurna
SJCEHD.
209-468-3454
From: kevin.dyer@shell.com [mailto:kevin.dyer@shell.com]
9/15/2011
