Mr. Jeff Baker 0 - 3 - 30 May 2008
Stockton Terminals Technical Committee
detections of TBA in remedial observation well AR/MW-1813 shows that the STTC needs to
calculate an historical average for this constituent, establish a list of"trigger" hydrocarbons
including the historical average for TBA, and monitor this constituent to ensure that off-site
migration is not occurring. Exceedence of the newly formulated historical average for TBA for
three consecutive quarters will trigger implementation of the contingency plan.
Regional Water Board staff have scheduled a meeting with the STTC and SECOR for
5 June 2008. We request that the STTC and SECOR be prepared to discuss, among other
topics, amending the ozone injection monitoring program to include TBA, formulating a plan to
resolve the OS system run-time problems, and addressing C and D zone contamination down
gradient of the OS system.
If you have any questis regarding this letter, you may contact me at (9 16) 464-4811 or by
email at betaylor@w erboards.ca.gov.
BRIAN
Engineering, eologist
cc: Mr. Mark Chandler, Time Oil Company, Seattle, WA
Mr. Don Pratt, BP, San Ramon
Mr. Gary Haeck, SECOR International, Inc., Rancho Cordova
Mr. Jeffrey Wingfield, Port of Stockton
Ms. Margaret Lagorio, San Joaquin County Environmental Health Department, Stockton
Mr, Mark O'Brien, Environmental Risk Services Corporation, Alamo
Mr. Jeremy Hughes, Levine Fricke, Granite Bay
Mr. Jerry Stauffer, Valero LP, San Antonio, TX
Ms. Amanda Spencer, Ash Creek Associates, Portland, OR
