In
conversations between ST Services and the remaining STTC members (Time Oil, BP, and Tesoro
Petroleum), ST Services has agreed to perform all monitoring of subsurface petroleum hydrocarbon
impacts beneath and in the vicinity of the ST Services Port of Stockton Terminal #29 (2941 Navy
Drive) beginning in the first quarter 2004. ST Services has accepted sole responsibility for the
required gauging, sampling, maintenance, abandonment, and/or for meeting all other requirements
of the regulatory agency and/or the Port of Stockton for the wells listed in Table 1. ST Services has
also accepted sole responsibility for the remediation of petroleum hydrocarbon impacts emanating
from the ST Services properties, which is roughly the southern half of the Port of Stockton area as
delineated on Figure 1, and for the implementation of regulatory requirements/requests that follow.
BP, Time Oil, and Tesoro Petroleum will continue to work together within the STTC group, and have
proposed taking the responsibility for the wells listed in Table 2. The remaining STTC members will
also share responsibility for the remediation of petroleum hydrocarbon impacts beneath the northern
half of the Port of Stockton area as shown on Figure 1.
As stated above, the proposed revisions'in the monitoring and sampling schedule have been verbally
approved by all members of the STTC and ST Services, and cover all wells that are currently
sampled as part of the current MRP.
I:\STTC-Stockton\Misc letters\Request For Modification of STTC MRP No.5-01-819.doc
