CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. <br /> CALIFORNIA WATER CODE SECTION 13267 <br /> FOR <br /> STOCKTON TERMINALS TECHNICAL COMMITTEE <br /> ARCO PRODUCTS COMPANY, TESORO PETROLEUM COMPANY, <br /> AND TIME OIL COMPANY <br /> BULK FUEL TERMINALS <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> Figure 1 shows the area of the Port of Stockton which ARCO Products, Support Terminals <br /> Operating Partnership, LP (ST Services), Tesoro Petroleum Company, Time Oil Company, and <br /> Kinder Morgan Energy Partners through its operating partnership SFPP, L.P. (KMEP) have used or <br /> currently use for petroleum bulk storage and distribution. ARCO Products, Tesoro Petroleum <br /> Company, and Time Oil Company compose the Stockton Terminals Technical Committee (STTC), <br /> are jointly responsible for the investigation and cleanup of pollution on and offsite the STTC <br /> terminals and are hereafter referred to as "Discharger." In February 2004, ST Services discontinued <br /> its membership in the STTC to begin groundwater monitoring and remediation separately from the <br /> STTC. KMEP has never been a member of the STTC and is also performing groundwater <br /> remediation and monitoring separately from STTC. <br /> Operations at all facilities have resulted in petroleum hydrocarbon pollution of soil and groundwater <br /> beneath the terminals. This pollution impaired the beneficial use of this water resource. First <br /> encountered groundwater fluctuates seasonally between about two to 10 feet below ground surface. <br /> There are four identified groundwater bearing zones at the site. Local groundwater flow is to the <br /> east-southeast. <br /> This Monitoring and Reporting Program(MRP) is issued pursuant.to Section 13267 of the �) <br /> California Water Code and is necessary to delineate groundwater pollutant plumes and determine 1 <br /> whether remediation efforts are effective. Existing data and information about the site show the <br /> presence of various chemicals, including total petroleum hydrocarbons (TPH) as gasoline, TPH as <br /> diesel,benzene, toluene, ethylbenzene, xylenes, methyl tertiary butyl ether (MTBE), tertiary butyl <br /> alcohol (TBA), tertiary amyl methyl ether(TAME), and di-isopropyl ether(DIPE) emanating from <br /> the property under the control of the Discharger. The Discharger shall not implement any changes <br /> to this MRP unless and until a revised MRP is issued by the Executive Officer. This MRP replaces T <br /> the requirements listed in MRP No. 5-01-819, which was issued on 28 March 2001. 1 <br /> Prior to construction of any new groundwater monitoring or extraction wells, and prior to <br /> destruction of any groundwater monitoring or extraction wells, the Discharger shall submit plans <br /> and specifications to the Regional Board for review and approval. Once installed, all new wells <br /> shall be added to the monitoring program and shall be sampled and analyzed according to the <br /> schedule below. <br />
