MONITORING AND REPORTING PROGRAM NO. -2-
STOCKTON TERMINALS TECHNICAL COMMITTEE
ARCO PRODUCTS COMPANY, TESORO PETROLEUM COMPANY,
AND TIME OIL COMPANY
BULK FUEL TERMINALS
STOCKTON, SAN JOAQUIN COUNTY
GROUNDWATER MONITORING
As shown on Figure 1, there are 76 monitoring wells. Wells P-26 and PS/MW-1M are only
monitored for depth to groundwater. The groundwater monitoring program for 74 monitoring wells T
and any wells installed subsequent to the issuance of this MRP, shall follow the schedule below.
Monitoring wells with free phase petroleum product or visible sheen shall be monitored, at a
minimum, for product thickness and depth to water. Sample collection and analysis shall follow
standard EPA protocol.
Constituents EPA Analytical Method Maximum Detection Limit(µg/1)' Sampling
Frequency'
Depth to groundwater --- --- Quarterly
TPH as diesel 8015M 50 Quarterly
TPH as diesel 8015M 50 Quarterly
Benzene 8020 or 8260B 0.5 Quarterly
Toluene 8020 or 8260B 0.5 Quarterly
Ethylbenzene 8020 or 8260B 0.5 Quarterly
Xylenes 8020 or 8260B 0.5 Quarterly
MTBE° 8260B 0.5 Quarterly
TBA' 8260B 5 Quarterly
TAME 8260B 0.5 Quarterly
DIPE° 8260B 0.5 Quarterly
ETBE° 8260B 0.5 Quarterly
Ethanol° 8260B 50 Quarterly
Methanol' 8260B 100 Quarterly
For nondetectable results.
z All monitoring wells, including any monitoring wells installed after the issuance of this MRP, are sampled quarterly
except for wells SP/WC-1S,TS-9AR/MW-12B,and SP/WC-1M,which are sampled semi-annually during the first
and third quarters.
' Groundwater level measurements for all STTC and ST Services monitoring wells shall be collected on the same day
and all groundwater monitoring samples shall be collected during the same week. T
° Fuel oxygenates,including MTBE,TBA,TAME,DIPE,ethyl tertiary butyl ether(ETBE),ethanol,and methanol 1"1
shall be analyzed in all monitoring wells during two monitoring events in the fust and third quarters. If results are
nondetectable for fuel oxygenates for both sampling events,no further monitoring for oxygenates is required in that
well. If a fuel oxygenate is detected,it shall be added to the quarterly monitoring program for the well in which it
was detected. Monitoring wells that have already eliminated fuel oxygenate monitoring based on the previous MRP
requirements do not need to be resampled for fuel oxygenates.
REPORTING T
When reporting the data, the Discharger shall arrange the information in tabular form so that the 1
date, the constituents, and the concentrations are readily discernible. The data shall be summarized
in such a manner as to illustrate clearly the compliance with this Order. In addition, the Discharger
shall notify the Board within 48 hours of any unscheduled shutdown of any soil vapor and/or
groundwater extraction system.
