The
STTC is composed of ARCO Products, ST Services, Tesoro Petroleum Company, and Time Oil. The
report discusses the geology and hydrogeology results of the 15 cone penetrometer test(CPT) locations
and the analytical results of the 14 HydroPunch groundwater samples based on the four water-bearing
zones (A, B, C, and D) at the site. The report recommends installing additional downgradient
monitoring wells at six locations.
We have the following comments on the Report.
1. The Report states groundwater zone D starts at approximately 80 feet below ground surface
(bgs). The cross sections A-A', B-B', and.C-C' provide information to 100 feet bgs but do not
show a D-zone. Cross section D-D' shows the D-zone at approximately 95 feet bgs. An
explanation is needed for this discrepancy.
2. The Report states the B/C aquitard is continuously saturated through the stratigraphic interval.
An explanation is needed as to why a zone considered to be an aquitard is saturated.
3. The monitoring wells proposed based on CPT and HydroPunch data near CPT/HOO-08, -09, and
-14 illustrated on Figures 24 and 25 should be further east to be outside of the contoured plume
area.
4. Monitoring wells need to be installed in the area of CPT/HOO-16 to delineate the MTBE
detected in that area, north of the site, and northwest of monitoring well TO/WC-1S,
TO/WC-1M, and PS/P-29 to fully delineate groundwater contamination and to provide consistent
data about plume migration.
California Environmental Protection Agency
Qa Recycled Paper
The energy challenge facing California is real.
