<br /> TERMINALS TECHNICAL COMMITTEE, SAN JOAQUIN COUNTY
<br /> We have reviewed the 23 July 2001 Second Quarter 2001 Groundwater Monitoring Report (Report) and
<br /> the 14 August 2001 Remedial Alternatives Feasibility Study(FS) submitted by IT Corporation on behalf
<br /> of the Stockton Terminals Technical Committee(STTC) in Stockton. The STTC is composed of ARCO
<br /> Products, ST Services, Tesoro Petroleum Company, and Time Oil. The Report discusses the
<br /> groundwater monitoring event conducted in May 2001. The FS evaluates several remedial action
<br /> alternatives for the site, including soil excavation and treatment or disposal, soil vapor extraction, dual-
<br /> phase extraction and treatment, groundwater extraction and treatment, chemical oxidation, circulating
<br /> wells, electrokenisis/Iso-Gen,bioventing, air sparging,bioslurping, long-term monitoring and natural
<br /> attenuation evaluation. Based on the evaluation, STTC recommends a dual-phase extraction test in the
<br /> A water bearing zone, aquifer pumping test to evaluate groundwater extraction rates, a pilot-scale
<br /> hydrogen peroxide injection test, and a pilot-scale ozone injection test.
<br /> The FS is hereby approved. By 24 October 2001,please submit a feasibility testing work plan with a
<br /> schedule to implement the proposed work and to submit a report of results. If you have any questions,
