The STTC is composed
of ARCO Products, ST Services, Tesoro Petroleum Company, and Time Oil. The Work Plan discusses
the proposed field activities to install 17 groundwater monitoring wells throughout the four water-
bearing zones (A, B, C, and D) at the site. The Letter responds to the Board staff comment letter dated
12 March 2001 on the 23 January 2001 Groundwater Investigation Report.
We have the following comments on the Work Plan and Letter:
1. The last sentence of section Task 1 —Prefield Activities of the Work Plan is not complete. STTC
should provide all pertinent information on pre-field activity contacts.
2. The proposed slot size for the monitoring well screen should be included in the text, not just the
appendix.
3. The Work Plan does not propose groundwater sampling of the newly installed groundwater
monitoring wells. These wells should be sampled 24 to 48 hours after development and samples
analyzed pursuant to Monitoring and Reporting Program 5-01-819.
4. During groundwater monitoring well development, turbidity and temperature must be included in
the water quality parameters.
5. Equipment blank samples should be collected to monitor for potential cross-contamination and
ensure proper decontamination procedures were followed.
California Environmental Protection Agency
Co Recycled Paper
The energy challenge facing California is real.
