The water sample field data sheet prepared five days after the <br /> well was repaired states the well was obstructed at 14.6 feet. The Report should explain what is <br /> obstructing the well and propose a solution to prevent the obstruction. <br /> Please address these comments in the next quarterly monitoring report, which is due 30 July 2001. <br /> Furthermore, Tesoro has not submitted the annual groundwater monitoring report,which was due by <br /> 30 January 2001 in accordance with Monitoring and Reporting Program 93-807. MRPs are information <br /> requirements under California Water Code Section 13267, are enforceable, and can result in <br /> administrative civil liability(ACL) of up to $1,000 per day if adequate information is not received in a <br /> timely manner. If we receive the overdue report by 31 May 2001, we will not recommend an ACL.
