Mr. Robert Donovan • - 2 - • 14 May 2001
groundwater was dark brown with very high turbidity. There is no evidence to show monitoring
well development was performed. The water sample field data sheet prepared five days after the
well was repaired states the well was obstructed at 14.6 feet. The Report should explain what is
obstructing the well and propose a solution to prevent the obstruction.
Please address these comments in the next quarterly monitoring report, which is due 30 July 2001.
Furthermore, Tesoro has not submitted the annual groundwater monitoring report, which was due by
30 January 2001 in accordance with Monitoring and Reporting Program 93-807. MRPs are information
requirements under California Water Code Section 13267, are enforceable, and can result in
administrative civil liability(ACL) of up to $1,000 per day if adequate information is not received in a
timely manner. If we receive the overdue report by 31 May 2001, we will not recommend an ACL. If
you have any questions,
,you
'may contact me at (916) 255-3119 or lewisdCaxb5s.swrcb.ca.gov.
DEVRA LEWIS
Environmental Specialist H
cc: Ms. Margaret Lagorio, San Joaquin County Public Health Services, Stockton
Mr. Jay Jahangire, Port of Stockton, Stockton
Mr. Ralph Moran,Arco Products Company, La Palma
Ms. Ann Duarte-Wilkinson, Time Oil Company, WA
Mr. Kyle Mullins, ST Services, TX
Ms. Jill Jefferson, Kinder Morgan Energy Partners, L.P., Orange
Mr. Steve McDonald, Luce, Forward, Hamilton, and Scripps, San Diego
Mr. Stephen Lofholm, IT Group, Sacramento
