Emergency response activities conducted by
Tesoro to remediate the release were documented in IT's June 4, 1999 letter to you.
These activities included pumping product from the ground surface and three product
recovery pits, pumping water and product from nearby Monitoring Well TS-10, and
limited soil excavation. The purpose of this letter is to inform you of additional soil
excavation and aeration activities proposed for the site to further recover residual
hydrocarbons from the soil in the vicinity of the release.
Soil Excavation
IT will oversee excavation and removal of the vadose-zone soils that have been impacted
by the spill. Determination of whether soils have been impacted by the spill will be made
in the field based on organic vapor analysis and the presence of staining and/or odor. The
approximate area impacted by the gasoline spill is shown on Figure 1, and is estimated to
be approximately 4,800 square feet. The excavation will extend to groundwater at an
approximate depth of 3 feet. A total of 240 cubic yards (yd')of impacted soil were
excavated for the spill area in May 1999. It is anticipated that an additional 300 yd' of
soil will be removed during this phase of work. The soil will be stockpiled on site and
covered with visquene until it is removed for treatment.
