The soil samples will be submitted to a State-certified analytical laboratory and <br /> analyzed for the presence of total petroleum hydrocarbons as gasoline (TPH-g) by EPA <br /> Method 8015 (modified), and benzene, toluene, ethyl benzene, xylenes (BTEX) and <br /> methyl tert-butyl ether(MtBE) by EPA Method 8020. <br /> Soil Treatment <br /> The excavated soil will be treated by Limited Aeration in accordance with San Joaquin <br /> Valley Unified Air Pollution Control District(SJVUAPCD) Rule 4651, Section 5.2. The <br /> rate at which contaminated soil will be added to the active soil aeration pile will be <br /> determined based on the TPH-g concentration, as specified in Table 1 of Rule 4651. We <br /> recognize that Limited Aeration in accordance with Section 5.2 will only be possible if <br /> the TPH-g concentrations in the composite samples do not exceed 5,000 parts per million <br /> (ppm). If concentrations exceed 5,000 ppm, then an alternative means of treatment or <br /> disposal will be proposed. <br /> Soil treatment will not commence until excavation has been completed, and the <br /> stockpiled soil sample analytical results have been reviewed. At that time, IT will submit <br /> a notification letter to the Air Pollution Control Officer in accordance with Rule 4651, <br /> Section 5.2.1.4. <br /> Once treatment is completed, composite soil samples will again be collected and analyzed <br /> for TPH-g, BTEX, and MtBE. If sampling and analysis confirms that soil treatment is <br /> complete, then the soils will be returned to the excavation. <br /> Schedule <br /> IT proposes to perform soil excavation and aeration in late spring 2000. Excavation will <br /> begin when groundwater levels have dropped to a minimum of 3 feet below ground <br /> surface. Soil aeration will commence as soon as the initial stockpile analytical results are <br /> received.
