Thank you for
the letter. I also have received and reviewed a letter from Water Development Corporation, the
subcontractor on the abandonment project, and have discussed the problem with Marilyn Guthrie of
Tesoro and Ron Rowe of San Joaquin County Environmental Health Division. I appreciate and regret
that there are differences in opinion and interpretation regarding the first attempt to abandon that well.
However, since San Joaquin County, who normally has the lead on these matters, has not agreed to
approve the abandonment as performed, it appears that the best resolution of this issue to make a second
attempt to abandon the well using methods that are agreed upon in advance by all parties. Based on this,
your suggested date of 15 June 1998 for submittal of a workplan for drilling and pressure-grouting the
entire well is acceptable. Please submit the workplan to Mr. Ron Rowe of San Joaquin County
Environmental Health Division as the lead agency, with a copy to me. Please include with the workplan
a proposed date for performing the work.
If you have any questions, please call me at (916) 255-3119.
Gd C.E.G.
Associate Engineering Geologist
Aboveground Tanks Program
GJW: gw
cc: Mr. Ron Rowe, San Joaquin County Environmental Health Division, Stockton
Ms. Marilyn Guthrie, Tesoro, Seattle
11p Recycled Paper Our mission is to preserve and enhance the quality of California's water resources, and
ensure their proper allocation and efficient use for the benefit ofpresent and future generations.
