Thank you for <br /> the letter. I also have received and reviewed a letter from Water Development Corporation, the <br /> subcontractor on the abandonment project, and have discussed the problem with Marilyn Guthrie of <br /> Tesoro and Ron Rowe of San Joaquin County Environmental Health Division. I appreciate and regret <br /> that there are differences in opinion and interpretation regarding the first attempt to abandon that well. <br /> However, since San Joaquin County, who normally has the lead on these matters, has not agreed to <br /> approve the abandonment as performed, it appears that the best resolution of this issue to make a second <br /> attempt to abandon the well using methods that are agreed upon in advance by all parties. Based on this, <br /> your suggested date of 15 June 1998 for submittal of a workplan for drilling and pressure-grouting the <br /> entire well is acceptable. Please submit the workplan to Mr. Ron Rowe of San Joaquin County <br /> Environmental Health Division as the lead agency, with a copy to me.
