Wells proposed for decommissioning include 2 water supply wells and
24 monitoring wells. The water supply wells are no longer in service and are potential
conduits for migration of dissolved petroleum hydrocarbons. The monitoring wells are not
currently sampled in the monitoring and reporting program and have limited utility in
monitoring and remediation. Wells proposed for decommissioning are listed on Table 1 and
shown on Figure 2. Details of the proposed decommissioning activities are presented in the
following sections.
Water Supply Well Decommissioning
The two water supply wells, designated 8R2 and 17A1, are located in the northwest part of
the site and proximal to northern source areas. Well 8R2 is reportedly located on Port of
Stockton property. Department of Water Resources records show the location of this well
approximately 425 feet south of the intersection of Navy Drive and West Washington and
130 feet east of Navy Drive. The well is reportedly 6 inches in diameter and extends to a
depth of 135 feet. The well head is not exposed, and EMCON will conduct a
magnetometer survey to identify the well location. Well 17A1, located at the
Tesoro Distribution Terminal,is 6 inches in diameter and extends to a depth of 200 feet.
The water supply wells will be decommissioned by a licensed drilling contractor consistent
with state and county regulations. The upper 3 feet of each well casing will be excavated
and removed. Each well casing will be perforated at 3-foot intervals from the base of the
casing to the top of casing to grout migration into the annular space. Each well will be
SAC N,.\P7UDC4MC420012.6yS-97b,1b:3 Rev.0.5(7/97
