Box 2570 <br /> Los Angeles, CA 90051-0570 <br /> PHASE II POLLUTION ASSESSMENT REPORT, STOCKTON TERMINALS <br /> TECHNICAL COMMITTEE, PORT OF STOCKTON, SAN JOAQUIN COUNTY <br /> We have reviewed EMCON's 19 September 1994 Phase II Pollution Assessment Report and <br /> its 13 and 14 October 1994 letters for the Stockton Terminals Technical Committee. Our <br /> comments are detailed in the attached memorandum and summarized below. <br /> 1. Contamination in the C-zone and D-zone is not defined. <br /> 2. The extent of contamination in the A-zone and B-zone is defined. However, the <br /> hydropunch sample results which helped define the extent of contamination in <br /> these zones need to be confirmed by installing ground water MWs. EMCON's <br /> proposed MWs 1A, 1B, 2A, 3A, 5B, 6B, 7B, and 8B must be installed to verify <br /> the hydropunch sample results and establish the limits of contamination in the <br /> A-zone and B-zone. <br /> 3. Emcon has not conducted the air sparging trench pilot study. <br /> 4. There is no schedule for submittal of the feasibility study (FS) work plan. <br /> By 16 December 1994, please submit a time schedule to complete the tasks specified below: <br /> 1. Submit a work plan to install additional wells to confirm the hydropunch sample <br /> results obtained during the Phase II investigation. <br /> 2. Submit a work plan to define the extent of contamination in the C-zone and <br /> D-zone. <br /> 3. Submit the FS work plan. <br />
