feasibility study, free-product recovery will be initiated if recoverable amounts
of product become evident.
• Summary item #2) The STTC agrees that there is adequate assessment
data to design and implement an IRAP for the A-zone . All previous
assessment data was used in the development of this IRAP. Based on this
data specific tests were planned (i.e. air sparging, and biodegradation) for
inclusion in the pilot tests. The pilot testing and interim remediation
monitoring data will be utilized for the final remedial design of the entire site.
As stated in Mr. Isorena's memo to you, Emcon and the STTC have
evaluated the feasibility of other remedial options such as vapor extraction
and pump and treat, and have determined that the tests and interim actions
planned are the most viable options available. As discussed with Mr.
Isorena, Emcon is evaluating whether or not there is any technical
justification to implement air sparging at the Time Oil trench as well as other
areas as part of the final remediation. We have assured Mr. Isorena that the
STTC will institute remedial actions in all areas where appropriate.
• Summary item #3) Attached is the "fast track" task schedule that you
requested. There may be some future modifications to the schedule,
however it should be reasonably accurate.
• Summary item #4) The RWQCB will receive a monthly progress report from
EMCON on behalf of the STTC.
The STTC would welcome any constructive comments the RWQCB may have on
this or any other issue with the Stockton terminals.
Sincerely,
Roy I.
