Mr. Philip Isorena Proposal P93-040.31 <br /> July 12, 1993 <br /> Page 4 <br /> facility, (4) underground tanks and delivery systems at the UNOCAL facility, and <br /> (5) potential migration pathways within STTC facilities. <br /> We will evaluate the location or disposition, or both, of the groundwater production well <br /> (8R) reportedly installed upgradient of the Time Oil facility. The utility locating firm that <br /> will be contracted to clear the CPT, HydroPunch, and well locations will conduct a <br /> underground survey of the area containing the well. If the well is not located, EMCON <br /> will conduct a file search at the Department of Water Resources and Port of Stockton to <br /> gather historical information on the location of the well. <br /> Potential sources for petroleum impact to groundwater will be evaluated on each of the <br /> STTC facilities by conducting pressure testing of all belowground fuel piping. The results <br /> of the line testing program will be summarized in the final report with the field data <br /> presented in an appendix. The STTC recommends that pressure testing of active and <br /> abandoned product piping on facilities owned or operated by non-STTC participating <br /> members or the Port of Stockton be conducted in concurrence with the STTC program. <br /> Task 3 activities will also include identifying the location of the Port of Stockton well <br /> identified by the RWQCB in its comments to the IPAR (see Table 2, IPAR, <br /> February 1993). At the request of the RWQCB, the location and disposition of the facility <br /> oil-water separators will be documented. <br /> Task 4. Limited Phase I Assessment <br /> EMCON will conduct a limited phase I site assessment of the Port of Stockton to <br /> determine previous tenants and past land uses in areas located to the east of the terminal. <br /> The focus of the assessment will be to identify potential sources of impact unrelated to <br /> terminal operations. We will also focus on areas where soil and groundwater impacts were <br /> detected during the interim pollution assessment that are inconsistent with observed trends <br /> and present day terminal operations. <br /> The proposed assessment will consist of environmental regulatory list review, regulatory <br /> agency file review, and evaluation of historic land use. Properties located within 0.5 mile <br /> of the perimeter that have had documented environmental impact will be identified.
