Mr. Philip Isorena Proposal P93-040.31
July 12, 1993
Page 3
Task 1. Preliminary Activities
EMCON will coordinate with the STTC and facility supervisors to identify acceptable
sampling and testing locations, and will assist the STTC in locating buried utilities
beneath the proposed sampling and testing locations by providing the services of an
underground utility locating firm to the STTC. It shall be the STTC's responsibility to
approve all sampling and testing locations.
EMCON will provide all subcontractors with an updated copy of EMCON's site safety
plan and conduct a health and safety meeting with the project staff and each subcontractor
prior to commencing field operations as required by the site safety plan.
This task also includes scheduling CPT and drilling contractors, mobilizing supplies and
equipment to the site, establishing a staging area, setting up an equipment
decontamination station, and obtaining applicable CPT and well installation permits from
San Joaquin County.
Task 2. Resample B-zone Wells
The seven B-level groundwater monitoring wells (one upgradient and six downgradient)
installed during the interim pollution assessment will be resampled to confirm the results
of previous investigations which indicated elevated levels of petroleum hydrocarbons (59
to 13,000 micrograms per liter of total petroleum hydrocarbons as gasoline [TPHG]) in
downgradient B-zone monitoring wells (see Figure 1). The seven wells to be resampled
include the upgradient well (PS/MW-I M) and the six downgradient wells (PS/WC-1M,
PS/WC-2M, PS/WC-3M, PS/WC-4M, SP/WC-1M, and TO/WC-IM).
The proposed B-zone wells were resampled during the quarterly monitoring event (second
quarter 1993) and will continue to be sampled as part of the monitoring and reporting
program. The analytical results from the B-Zone wells will be summarized in the second
quarter monitoring report. In addition, the results of the quarterly monitoring event will
be used to determine the final CPTs, HydroPunchs, and monitoring well locations.
Task 3. Migration Pathways
The analysis of migration pathways conducted during the interim pollution assessment
identified several data gaps requiring additional evaluation including (1) disposition of
irrigation well 8R located upgradient of the Time Oil facility, (2) status and location of
three Port of Stockton pipelines, (3) migration pathways on the Santa Fe Pacific Pipeline
SAC/PRUP93\P9304031.bc-93 Imc:S
