Box 2570
Los Angeles, CA 90051-0570
POLLUTION ASSESSMENT REPORT, PORT OF STOCKTON, SAN JOAQUIN COUNTY,
Enclosed are a memorandum and draft monitoring and reporting program (MRP).
The memorandum provides our comments on the Stockton Terminals Technical
Committee's February 1993 Interim Pollution Assessment Report which was
submitted by EMCON Associates. The draft MRP is for your review and comment.
As stated in the memo, the pollution assessment report is inadequate because
it lacks interpretation of the data and recommendations for future work, among
other things. We are particularly concerned with these basic deficiencies
since we granted a three-month extension for the report submittal . Therefore,
by 12 April 1993, please submit a response to our comments, comments on the
draft MRP, including a proposed network of monitoring wells to be included in
the program, and a proposal and time schedule for future work. This work
shall include but not be limited to filling the data gaps related to source
identification and migration pathways, installing additional monitoring wells
to define the contamination's lateral extent in the B-zone and vertical extent
at the entire site, and conducting an analysis of remedial alternatives.
If you have any questions, please call Philip Isorena at (916) 255-3049.
Wull L, cj
WENDY L.
