Mr. Fred Proby -3- <br /> f. Page 2-16 states that the three Union Pacific wells are all screened <br /> below the water table. A well screened above and below the water table <br /> must be placed at or immediately downgradient of the facility. <br /> g. Drawing No. 5 shows floating product thicknesses from June 1989 <br /> monitoring. However, SP 1-5 were not included during this monitoring. <br /> Future monitoring must include these wells since floating product was <br /> previously detected in them. <br /> 6. The time schedule you proposed in your 10 February 1992 letter is too <br /> liberal considering more than three years have passed since we mailed the <br /> draft C&A. Furthermore, the time schedule proposed is only for performing <br /> CPTs and sampling ground water. Therefore, we are presenting a more <br /> appropriate time schedule which is presented in Attachment 2. The latter <br /> is similar to Attachment 1 , except for some minor revisions in the required <br /> actions and accelerated completion dates. <br /> Based on the foregoing, we require that you submit by 1 April 1992 a revised <br /> work plan which addresses Items 5.a through 5.g above. Also, you are required <br /> to submit on 1 April 1992 a feasibility study for an interim free product <br /> recovery system. Implementation of the system shall commence no later than 1 <br /> July 1992. All other timelines are specified in Attachment 2. Failure to <br /> comply with any of the timelines will result in our recommendation of the C&A <br /> to the Board. <br /> Regarding reimbursement for oversight work, we think it is more efficient and <br /> less confusing if we send the bill directly to the TC in care of Time Oil . <br /> This will facilitate apportionment of the costs to each TC member and <br /> eliminate the unnecessary involvement of the Port of Stockton.
