Port of Stockton • -2- • 1 October 1987
DETAILED COMMENTS
The organization of the following comments follows that of attachment 2
of our letter of 16 June 1987.
I. BACKGROUND
1. a. The site plan is inadequate, and no proposal to supply
an adequate one has been submitted. The scale of the
site plan WCC proposes to develop should be sufficient
to clearly show the location of pipelines, ' wells,
exploratory trenches, tanks, contours, drainages, and
other significant features. The last figure of the
existing report is unclear due to its scale of
approximately 1 '=6001 . A scale of 1"=60' would be more
appropriate.
b. Mean sea level should be used as the datum for the site.
This will hell) to tie in other hydrological data
available at th Port.
C. The site sury y, and site map should include the
concrete-lined drainage ditch which runs parallel and
adjacent to Port Road N. It is unclear as to why this
ditch is filled with water during the dry months of the
year. It may be a sink for ground water flowing from
the terminal area. Inverts of catch basins, and
outfalls for the storm drain system should be surveyed
for horizontal and vertical position, as should the
ditch.
d. The task of locating past and present above and
underground storage tank sites in the terminal area
has not been addressed in the workplan. The
present site plan does not include all known tank
locations.
e. The location of abandoned fuel pipelines must be shown
on the site plan. These are a proven source ofsoil
contaminantion, and a likely source of ground water
pollution.
2 . The site history sec ion of the present report is inadequate.
The site history should be detailed. Past and present tank
locations on each of the leased properties should be
researched, and located on the site plan as stated above.
Past and present contents of these tanks should be
identified.
II. WORK COMPLETED TO DATE
1. Water level data. Influence of tides and river levels on
ground water levels at the site needs to determined. The
