A workplan for a <br /> proposed Phase II Investigation was also included. Both were prepared <br /> by Woodward-Clyde Consultants (WCC) . <br /> The following comments address the deficiencies of the report and <br /> workplan as they relate to Attachment 2 of our 16 June 1987 letter: <br /> GENERAL COMMENTS <br /> 1. The Port and the tenants involved in the ground water <br /> investigation have shown a willingness to define the extent of <br /> contamination at this site. They did initiate a ground water <br /> investigation. However, the magnitude of the problem at the Port <br /> requires a much greater effort than has been made at this time. <br /> 2 . Attachment 2 of our letter of 16 June 1987 was very specific as to <br /> the items to be addressed by this investigation. It indicated the <br /> scope of the investigation we feel is necessary for an adequate <br /> characterization of the problem at the fuel terminal area. The <br /> Port's response (the report and work plan) did not adequately <br /> address the minimum requirements in that attachment. <br /> 3 . Some major deficiencies include: <br /> 1. A lack of monitoring wells or proposal to install monitoring <br /> wells. No representative ground water samples are available <br /> from this area, nor is a mechanism to collect them proposed. <br /> 2 . No plan to fully characterize the hydrogeologyhas been <br /> proposed. <br /> 3 . No detailed time schedule for completion of tasks and phases <br /> was provided. <br />
