CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD CENTRAL VALLEY REGION ORDER NO. CLEANUP AND ABATEMENT ORDER FOR PORT OF STOCKTON; ST SERVICES; STOCKTON PETROLEUM; SOUTHERN PACIFIC PIPE LINES, INC. ; ARCO; TESORO REFINING, MARKETING AND SUPPLY COMPANY; AND UNION PACIFIC RAILROAD COMPANY SAN JOAQUIN COUNTY The California Regional Water Quality Control Board, Central Valley Region, (hereafter Board) finds that: 1. The Port of Stockton (hereafter Port), owns land which is leased to companies EE for a variety of purposes including storage and distribution of petroleum products, primarily gasoline, diesel , and jet fuel . 2. The Port' s current tenants (lessees) include: Time Oil Company (Time Oil ); ST G Services; Stockton Petroleum; Southern Pacific Pipe Lines, Inc. (SPPL); ARCO; Tesoro Regining, Marketing and Supply Co. (Tesoro); Union Pacific Railroad Co. (Union Pacific); and Unocal Corporation (Unocal ) . Hereafter, the Port, ST Services, Stockton Petroleum, SPPL, ARCO, Tesoro, and Union Pacific will be jointly defined as the Discharger. Time Oil and Unocal are excluded from this order because they have begun investigations and cleanup on a voluntary L basis. 3. The Port is in the NW 1/4 of Section 17, TIN, R6E, MOB&M. The lessees are all in the same general area of the Port (the Fuel Terminal Area) , and operate facilities on parcels of property adjacent to one another. (See attached maps made part of this order.) � 4. SPPL imports oil from ships in the Port and distributes the oil to the other L lessees in the Port via pipelines. The oil is then distributed by trucks from each terminal . Office/warehouse complexes, fuel storage tanks (both above ground and under ground), and loading racks are common to all faci- lities. 5. The types of petroleum products stored in the terminal area include: leaded and unleaded regular and premium gasolines, jet fuel , diesel fuel , alcohol , waste oil , and various proprietary fuel additives. 6. The fuel terminal area at the Port of Stockton has been in use since the early 1940s. In addition to documented incidents which occurred after 1981, other incidents or practices which occurred prior to this time are likely to have contributed to ground water and soil pollution in the area. Due to spills, leaks, and/or improper product handling and/or waste disposal practices, soil and ground water at the Port are contaminated with gasoline and other fuel .
