CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. <br /> CLEANUP AND ABATEMENT ORDER <br /> FOR <br /> PORT OF STOCKTON; ST SERVICES; STOCKTON PETROLEUM; <br /> SOUTHERN PACIFIC PIPE LINES, INC. ; ARCO; TESORO REFINING, <br /> MARKETING AND SUPPLY COMPANY; AND UNION PACIFIC RAILROAD COMPANY <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, <br /> (hereafter Board) finds that: <br /> 1. The Port of Stockton (hereafter Port), owns land which is leased to companies EE <br /> for a variety of purposes including storage and distribution of petroleum <br /> products, primarily gasoline, diesel , and jet fuel . <br /> 2. The Port' s current tenants (lessees) include: Time Oil Company (Time Oil ); ST G <br /> Services; Stockton Petroleum; Southern Pacific Pipe Lines, Inc. (SPPL); ARCO; <br /> Tesoro Regining, Marketing and Supply Co. (Tesoro); Union Pacific Railroad <br /> Co. (Union Pacific); and Unocal Corporation (Unocal ) . Hereafter, the Port, <br /> ST Services, Stockton Petroleum, SPPL, ARCO, Tesoro, and Union Pacific will <br /> be jointly defined as the Discharger. Time Oil and Unocal are excluded from <br /> this order because they have begun investigations and cleanup on a voluntary L <br /> basis. <br /> 3. The Port is in the NW 1/4 of Section 17, TIN, R6E, MOB&M. The lessees are <br /> all in the same general area of the Port (the Fuel Terminal Area) , and <br /> operate facilities on parcels of property adjacent to one another. (See <br /> attached maps made part of this order.) � <br /> 4. SPPL imports oil from ships in the Port and distributes the oil to the other L <br /> lessees in the Port via pipelines. The oil is then distributed by trucks <br /> from each terminal . Office/warehouse complexes, fuel storage tanks (both <br /> above ground and under ground), and loading racks are common to all faci- <br /> lities. <br /> 5. The types of petroleum products stored in the terminal area include: leaded <br /> and unleaded regular and premium gasolines, jet fuel , diesel fuel , alcohol , <br /> waste oil , and various proprietary fuel additives. <br /> 6. The fuel terminal area at the Port of Stockton has been in use since the <br /> early 1940s. In addition to documented incidents which occurred after 1981, <br /> other incidents or practices which occurred prior to this time are likely to <br /> have contributed to ground water and soil pollution in the area. Due to <br /> spills, leaks, and/or improper product handling and/or waste disposal <br /> practices, soil and ground water at the Port are contaminated with gasoline <br /> and other fuel . <br />
