CLEANUP AND ABATEMENT ORDER -2- <br /> PORT OF STOCKTON FUELS TERMINALS <br /> SAN JOAQUIN COUNTY <br /> 7. The beneficial uses of the ground water described in the Water Quality <br /> Control Plan for the Sacramento-San Joaquin Delta Basin, (5B) , (Basin Plan), <br /> include domestic, municipal , industrial , and agricultural supply. <br /> 8. Ground water beneath the Terminal Area occurs at depths as shallow as <br /> two feet, and rarely gr at than eight feet. <br /> 9. Surface water runoff from the Fuel Terminal Area is conveyed to a concrete- <br /> lined ditch which is pumped directly into the San Joaquin River. <br /> 10. Ground water contamination at the Fuel Terminal Area is present over a large <br /> area, as shown by the following facts: <br /> a. After 431 barrels of gasoline overflowed from an ARCO tank on 2 February <br /> 1981, a fire started which destroyed a 7600-barrel tank, and released <br /> its content to the ground. <br /> b. Ground water samples taken when an underground tank was removed at ST <br /> Services on 5 May 1986 contained benzene (1600 parts per billion (ppb), <br /> toluene (2000 ppb) , xylene (3100 ppb), trichloroethne (TCE) (94 ppb), <br /> and a trace of PCB' s (0.4 ppb) . Ground water samples taken when another <br /> underground tank was removed at ST Services on 4 December 1986 contained <br /> high levels of gasoline (Total Petroleum Hydrocarbons (TPH) in the <br /> ground water was at a level of 240,000 ppb; diesel level in the soil was <br /> 1900 ppb.) <br /> c. Ground water samples taken when an underground tank was removed on <br /> 1 April 1987 at Tesoro Petroleum contained trichlorofluoromethane (169 <br /> ppb) , 1,2-dichloroethane (1,2-DCA) (12.6 ppb), gasoline (18.3 mg/1 ), and <br /> diesel (1800 mg/1 ). <br /> d . Fuel leaked from pipelines connecting the Fuel Terminal Area to the <br /> docks at the Port into an excavation for a water line on 6 July 1987. <br /> e. On 25 February 1988, gasoline floating on ground water rose to the <br /> ground surface in a ditch to the west of the Time Oil facility. This <br /> prompted action by Board staff and the San Joaquin Local Health District <br /> which resulted in an investigation by three of the facility opertors at <br /> the Port. Up to three feet of gasoline was floating on the ground <br /> water. The investigation only determined the extent of floating gaso- <br /> line in the localized area at Time Oil Company, along the Southern <br /> Pacific Pipeline, and along adjacent property boundaries of Tesoro <br /> Petroleum. It was not successful in determining the source of the <br /> gasolin Time Oil has been extracting ground water containing gasoline <br /> fro 11 installed on its property. <br /> mFr-59A)A'rzts*3 WtuL > <br />
