CLEANUP AND ABATEMENT ORDER -5- <br /> PORT OF STOCKTON FUEL TERMINALS <br /> SAN JOAQUIN COUNTY <br /> Company; and Union Pacific Railroad Company shall clean up and abate the soil <br /> contamination and ground water pollution in and near the Port of Stockton forth- <br /> with by complying with the following: <br /> Action Completion Date <br /> 1. Prepare and submit a Feasibility Study for 3 months <br /> Board approval evaluating the economic and <br /> technical feasibility of an interim ground <br /> water extraction/treatment system for known <br /> areas of contamination. This report must <br /> include disposal options for the treated <br /> ground water and tentative design for <br /> the extraction and trea ment system. <br /> 2. Prepare and submit a pl n for Board approval 3 months <br /> to completely define the horizontal and <br /> vertical extent of ground water pollution <br /> on and off-site. Definition of the ground <br /> water pollution plume(s) shall consist of <br /> delineating the contamination to the <br /> extent necessary to accomplish clean-up <br /> objectives for hydrocarbon constituents. <br /> 3. Implement the workplans detailed in items upon approval <br /> 1 and 2, above. <br /> 4. Prepare and submit for Board approval a 9 months <br /> Pollution Assessment Rep rt which completely <br /> describes the horizontal and vertical <br /> extent of ground water pollution on and <br /> off-site. The Report shall include: <br /> a. Maps showing all monitoring well locations <br /> and estimated pollution contours; <br /> b. Descriptions of all work performed, including, <br /> but not limited to, all monitoring well logs, <br /> drilling and construction details, and <br /> well development pr cedures; <br /> c. All analytical rest is of samples collected <br /> from each well including results of duplicates, <br /> , spikes, internal standards, and surrogates. <br /> Purging and sampling procedures must also be <br /> submitted. Detection limits and methodology <br /> shall be according to EPA methods. <br />
