1
E. Storage Tanks
1 Both Time Oil and Tesoro have tested their
gasoline
storage tanks and have found them to be secure. There are clean test pits and wells between all of
' the tanks and the contaminated area. Finally, all
of the tanks are down gradient from the
contamination. Even if some narrow, twisting
' "conduit" exists that misses all of the wells,
product could not flow uphill from the tanks.
1
F. Underground Product Lines
1 The loading rack lines at the Time Oil and Tesoro
terminals have been tested and found to be tight.
1 There is a clean well (T14) between Time Oil's
loading rack and the contamination. Tesoro's
1 loading rack is down gradient from the
contamination. SPPL's lines along Navy Drive have
' been tested by pressure, by acoustic sensors and by
tracer gasses. No leaks were detected by these
' methods. A leak from any one of SPPL's
result lines would
in a mixture of products, whereas samples
taken from the observation wells have consistently
' been characterized as gasoline with not more than
10% diesel.
1
G. Old "Dock Lines"
' In the past, several of the terminals
including
Time Oil, received and shipped various products
I through underground lines which terminated at the
port. The plot plan of the Time Oil co. terminal
' (see Figure 1 in back pocket) shows locations of
underground lines along Navy Drive known to SPPL.
I
I - 21 -
