M!! Santa Fe Pacific Pipeline Partners, L.P. J-6075.03
LW January 6, 1994 STOCKTON WORK PLAN Page 7
In addition to the in situ respiration test, soil samples will be obtained for
the enumeration of heterotrophic and hydrocarbon-degrading microbial
populations. Soil samples will be obtained from the manifold/prover
loop area and from an un-impacted area for reference or background data.
Task 5-Preparation of Remedial Action Plan (RAP)
Hart Crowser will prepare a RAP that addresses the remedial alternatives
for the remediation of the shallow onsite soils impacted by hydrocarbons.
As determined in the previous investigation, these soils are present in the
manifold/prover loop area.
Based on results of the previous investigations and the field treatability
study (Task 4), remedial alternatives to be considered for the site may
include:
■ No action, monitoring only
■ Excavation:
- with onsite aeration
- with onsite bioremediation
- with onsite stabilization
- with onsite thermal treatment
- with offsite thermal treatment
■ In situ Treatment
- bioremediation
- soil vapor extraction
- bio-venting
A preliminary screening of the technologies considered for excavated and
in situ soils will be performed to reduce the number of alternatives carried
through to detailed analysis. The results of Task 4 will be included in the
evaluation. The preliminary screening will evaluate technologies on:
1) the effect of existing site conditions on the beneficial uses of natural
resources; 2) the effect of remedial action on the beneficial uses of natural
resources; 3) site specific characteristics; 4) cost effectiveness of the
alternatives; 5) compliance of the alternative with laws and regulations;
and 6) the ability of the alternative to reduce the volume, toxicity or
mobility of the compounds of concern. At the completion of the
