r <br /> WASTE DISCHARGE REQUIREMENTS _2_ <br /> SHELL OIL COMPANY <br /> STOCKTON BULK FUEL DISTRIBUTION FACILITY <br /> SAN JOAQUIN COUNTY <br /> and monitoring to determine if in compliance with this Order, prior to being discharged to the San <br /> Joaquin River. Should additional treatment be necessary, the Discharger proposes to operate <br /> activated carbon adsorption units or other appropriate treatment unit(s). <br /> 5. The Report of Waste Discharge and additional information submitted describes the proposed <br /> discharge as follows: <br /> Maximum Daily Flow: 230,000 gallons per day (gpd) <br /> Monthly Maximum Flow: 450,000"gallons per month <br /> Constituent Concentration <br /> Total Petroleum 50 14g/1 <br /> Hydrocarbons <br /> Benzene .5 µg/l <br /> Ethylbenzene .5 ttg/l <br /> Toluene .5 1Ag/1 <br /> Xylene .5 1Ag/1 <br /> Tetraethyl Lead 1 1Ag/1 <br /> (as total lead) <br /> BOD 5 mg/1 <br /> Suspended Solids 5 mg/1 <br /> Ammonia (total as N) 5 mg/l <br /> 6. Storm water runoff (estimated to be up to 2,200 gpd) from the tank farm area is collected in a <br /> sump, and is proposed to be discharged to the San Joaquin River without treatment, following <br /> visual inspection. <br /> 7. The Environmental Protection Agency (EPA) and the Board have classified this discharge as a <br /> minor discharge. <br /> 8. The Board adopted a Water Quality Control Plan, Second Edition, for the Sacramento-San Joaquin <br /> Delta Basin (513) (hereafter Basin Plan) which contains water quality objectives for all waters of <br /> the Basin. These requirements implement the Basin Plan. <br /> 9. The beneficial uses of the Sacramento-San Joaquin Delta downstream of the discharge are <br /> municipal, industrial, and agricultural supply; water contact and noncontact recreation; esthetic <br /> enjoyment; navigation; fresh water replenishment; and preservation and enhancement of fish, <br /> wildlife and other aquatic resources. <br /> 10. The beneficial uses of the underlying ground water are municipal and domestic, industrial, and <br /> agricultural supply. <br />
