STATE OF CALIFORNIA — ENVIRONMENTAL ATION AGENCY PETE WILSON, Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION ENYRrONHIENTAL HEALTH
3443 ROUTIER ROAD, SUITE A q'T CFP
SACRAMENTO, CA 95827-3098 SF ,VICE
PHONE: (916) 255-3000
FAX: (916) 255-3015 93 JUN 21 PM 2: 32
16 June 1993
Mr. Charles B. Kolesar
Shell Oil Company
P. O. Box 4848
511 N. Brookhurst Street
Anaheim, CA 92803
COMPLIANCE STATUS, SHELL OIL COMPANY, STOCKTON AND WEST
SACRAMENTO FUEL TERMINALS, SAN JOAQUIN AND YOLO COUNTIES
Stockton Facility - . 515 kA-VY
Our review of the case file for your Stockton facility revealed that you have not installed the
deep well we originally asked for in our 15 April 1992 letter. Your 23 September 1992
letter proposed installation of this deep well. Also, Plate 4 of Harding Lawson Associates'
(HLA) 8 March 1993 proposed next phase of work includes the proposed locations of
additional hydropunch samples, five shallow monitoring wells (MWs), and a deep MW. The
narrative part of the proposed work discussed the hydropunch sampling and installation of the
five shallow MWs, but not the deep well. In fact, a work plan and time schedule for work
implementation have not been submitted for this well.
Your 7 June 1993 letter adequately addresses our 10 May 1993 comments.
West Sacramento Facility
We have reviewed HLA's 4 May 1993 Offsite Well Installation Report and the 11 May 1993
Vadose Zone Soil Investigation Report. The first report concluded that there are no apparent
petroleum hydrocarbon source areas at RMC Lonestar and the areal extent of the petroleum
hydrocarbon contaminated ground water near MW 25, which is on the Lonestar property, has
been defined. The second report stated that only low levels of total petroleum hydrocarbons
(TPH) as diesel (13 - 200 mg/kg), TPH as gasoline (1.1 - 150 mg/kg), ethylbenzene (14
t4g/kg), and (79 µg/kg) were detected in the suspected source area within the tank farm.
The results suggest a historical rather than a recent release. We concur with these
conclusions and findings.
