Kolesar -2- 16 June 1993 <br /> Our review of the file shows our 26 March 1993 letter requested that by 23 April 1993 you <br /> submit a work plan to define the extent of the southern plume at the Ramos Oil Company <br /> (ROC) property since ROC'S probes cannot be used for plume definition. Your 10 May <br /> 1993 response stated that HLA had reviewed the files of adjacent facilities to determine if <br /> they are contributing to the contamination. You also said that HLA's review findings would <br /> be submitted to the Board by 4 June 1993. During a phone conversation between Philip <br /> Isorena of my staff and Mr. Nick Pogoncheff of HLA on 7 June 1993, the latter stated that <br /> the report on the findings has not been prepared. Thus, we have not received the work plan <br /> on the southern plume definition or the report on the review of documents of adjacent <br /> facilities. <br /> By 9 July 1993, we require that you submit the following items: <br /> Stockton Terminal <br /> 1. A work plan for a deep well installation to help define the vertical extent of ground <br /> water contamination and a time schedule for implementation of the work. <br /> West Sacramento Facility <br /> 1. A work plan to define the lateral extent of soil and ground water contamination south <br /> of the facility. <br /> 2. A time schedule for Item 1 above and for submission of the report on the adjacent <br /> facilities document review findings. <br /> We are concerned about the recent delays and lack of response by Shell on these two <br /> projects.
