The comments that <br /> were pertinent to the IRAP stated the following: <br /> 1) We cannot adequately evaluate the remedial alternatives in the absence of a complete <br /> cost comparison. The WP-FS needed to be revised to include costs for the excavation <br /> and soil vapor extraction/air sparge (SVE/AS) options. <br /> 2) The WP-FS must be revised to include site-wide groundwater cleanup as the remedial <br /> objective. <br /> 3) The WP-FS must be revised to specify pilot testing in all three source areas (SAs) or <br /> provide the rationale to justify that pilot testing in one SA will provide representative pilot <br /> study data. <br /> 4) If Shell discharges the treated dual phase extraction (DPE) effluent to the vacant lot <br /> north of the facility, Shell will need to obtain waste discharge requirements and ensure <br /> the tertiary butyl alcohol (TBA) in the treatment system effluent meets permit limits. <br /> 5) Shell needs to determine whether removal of the pump from the bottom of MW-10 or <br /> replacement of the well will enhance the proposed remedial strategy for this SA. <br /> Shell requested a meeting to resolve these comments. On 29 November 2007, a <br /> teleconference call between the Regional Water Board staff and Shell was attended by <br /> Mr. Jeff Gaarder and Mr. Dan Lescure of CRA, Mr. Jeff Goold, Mr. Dan Walsh, and Ms. Carol <br /> Campangna of Shell, and myself and Ms. Wendy Cohen of the Regional Water Board. At the <br /> time of the teleconference, Ms. Campanga was a recent replacement of Shell's previous <br /> project manager, Mr. Jeff Whitworth.
