With field work preparation, CRA construction oversight, and utility <br /> connection fees,the total AS/SVE system installation cost is approximately$726,000. <br /> System startup and reporting to comply with permit conditions is estimated at$13,500. <br /> CRA anticipates that the system would operate for two years. Operational costs for year <br /> one and year two are estimated at$189,000 and $144,000,respectively. Eventual system <br /> demolition is estimated at$70,000. <br /> Groundwater monitoring at the terminal costs approximately $35,000 annually. <br /> Groundwater monitoring would continue for at least five years considering one year for <br /> installation/startup, two years of operations, and two years of post-remediation <br /> monitoring. Therefore, the five year life-cycle groundwater monitoring cost would be <br /> approximately$175,000. Closure request and well decommissioning costs are estimated <br /> at$97,000. The total cost-to-closure for AS/SVE sums to$1,426,000. <br /> 5.3.2.3 RECOMMENDATION <br /> The costs to install the remediation system are significantly higher than originally <br /> anticipated and are not justified by any risk to receptors. Since no receptors are at risk, <br /> AS/SVE cannot be considered an environmentally sustainable approach. Substantial <br /> resources (raw materials, electricity, propane, etc.) will be consumed and waste will be <br /> generated for installation, operation, and decommissioning of the system. Although <br /> system emissions would be regulated under the facility's Title V permit, combustion of <br /> soil vapors and supplemental fuel will result in substantial emissions of carbon dioxide <br /> and other greenhouse gases directly to the atmosphere. Indirect emissions of <br /> greenhouse gases would also occur as a result of electricity usage and vehicle use. Based <br /> on the excessive life-cycle cost, overall impact to the environment, and current risk to <br /> receptors,CRA does not recommend implementation of AS/SVE. <br /> 5.3.3 EXCAVATION <br /> 5.3.3.1 DESCRIPTION <br /> Excavation is often the quickest method to remediate hydrocarbons in soil.
