A T E L L L S <br /> January 9, 1991 <br /> Mr. William Crooks <br /> Executive Officer <br /> California Regional Water Quality Control Board <br /> Central Valley Region <br /> 3443 Routier Road <br /> Sacramento, CA 95827 <br /> RE: Asbestos Discovered at 4555 South McKinley Stockton, California <br /> Dear Mr. Crooks: <br /> Catellus Development Corporation ("Catellus") is the owner of a 68 acre parcel of <br /> agricultural land near Stockton, California, located at 4555 South McKinley, Stockton, California <br /> (APN 193-020-21) ("the Property"). As the result of an environmental investigation during the <br /> course of a pending sale of the property, Catellus was informed that approximately one acre of <br /> the Property contains fill materials that appear to be composed of crushed asbestos-tran site pipe <br /> and dried asbestos sludge. It appears that the asbestos fill material is also present on the <br /> northeastern portion of the adjacent parcel (immediately south of the Property). <br /> At this time, an environmental consultant retained by Catellus, Doug Krause of CIH <br /> Services, is evaluating the Property to determine the nature and extent of the asbestos-containing <br /> materials and their potential to affect the surface waters of French Camp Slough. In addition, <br /> Catellus is in the process of selecting a contractor to implement measures to stabilize that <br /> asbestos-containing fill on the Property. <br /> Interim measures that have already been implemented include blocking an unimproved <br /> access road to prevent access from McKinley Avenue to a road located at the south end of the <br /> Property and posting of a warning sign meeting the Cal-OSHA specifications for asbestos set out <br /> in 8 C.C.R. 5208 (h) (2). Catellus also has notified its tenant and the owner of the adjacent <br /> parcel to the south that asbestos-containing material has been discovered on the Property, and <br /> that it appears this material is also present on the adjacent parcel. The Catellus tenant, who uses <br /> the property for agricultural purposes, has been instructed not to conduct any activities in the <br /> affected portion of the Property that could disturb the asbestos material.
