1.0 INTRODUCTION <br /> Dames & Moore was retained by Fremont Investment & Loan, to conduct a Phase I <br /> Environmental Assessment of the McKinley Business Park located at 15,700 South McKinley <br /> Avenue, Lathrop, San Joaquin County, California(subject property). This Phase I Environmental <br /> Assessment was conducted in general conformance with the methods and procedures described in <br /> the American Society for Testing and Materials(ASTM) "Standard Practice for Environmental Site <br /> Assessments: Phase I Environmental Site Assessment Process" (Standard Designation E 1527-97), <br /> published June, 1997. The Phase I Environmental Assessment was conducted in accordance with <br /> the contract by and between Dames&Moore and Fremont Investment&Loan,dated April 15, 1998. <br /> The Phase I Environmental Assessment objectives, scope, and limitations are presented in the <br /> following sections. <br /> 1.1 OBJECTIVE <br /> The objective of Dames & Moore's Phase I Environmental Assessment was to evaluate <br /> whether current or historical activities on or adjacent to the subject property may have resulted in <br /> significant contamination by hazardous materials or wastes,which is subsequently referred to in this <br /> report as a "Recognized Environmental Condition." A Recognized Environmental Condition is <br /> defined as: <br /> "The presence or likely presence of any hazardous substances or petroleum products <br /> on a property under conditions that indicate an existing release, a past release, or a <br /> material threat of a release of any hazardous substances or petroleum products into <br /> structures on the property or into the ground, groundwater or surface water of the <br /> property. The term includes hazardous substances or petroleum products even under <br /> conditions in compliance with laws. The tern is not intended to include de minimis <br /> conditions that generally do not present a material risk of harm to public health or the <br /> environment and that generally would not be the subject of an enforcement action if <br /> brought to the attention of appropriate governmental agencies." <br /> 1.2 SCOPE OF WORK <br /> Dames & Moore's Scope of Work for the Phase I Environmental Assessment consisted of <br /> an inspection of the subject property and nearby area,a review of historical information on activities <br /> on the subject property, review of readily available regulatory information concerning the subject <br /> property and nearby properties of environmental concern, and preparation of a report detailing <br /> Dames &Moore's results, conclusions,and recommendations.
